Freeport Station is a multi-modal hub envisioned for Building E. Freeport Station is planned to be a dynamic, multi-modal transportation hub that becomes a regional destination from Chicago to Dubuque. The City has developed plans for this station at Rawleigh that would incorporate an Amtrak station, bus terminal and other local and regional transit modes. WHY A MULTIMODAL STATION IN FREEPORT?
This transformative development will plug the City of Freeport into the region’s thriving tourism, commerce and innovation network. By connecting with commercial hubs like Chicago to the east and Dubuque to the west, Freeport stands to gain investment/talent and export goods and services.
The City has secured a $500,000 grant from the Illinois Department of Transportation to prepare architecture and engineering plans for the entire structure. This grant will focus on design to make the building habitable as well as finish plans for the multimodal operations, shell space for ground floor supporting private uses, and related site improvements such as a train platform and connecting covered concourse, parking and pick-up/drop-off areas.
Transit operation facilities include offices, dispatch center and maintenance garage. Supporting private uses could include a restaurant, bike shop, outdoors sports store, convenience retail and services, and offices on the ground floor and second floor.
The City expects to select a qualified design team and develop full architectural and engineering plans in 2015. During this time, the City also will be seeking state and federal funding for construction of the initial improvements and a private developer or tenants to buildout the remaining six floors of the building. Initial construction is targeted to begin in 2016 / 2017.

Currently, the City is working with the State of Illinois to secure construction funding for the Multimodal station. The state is coordinating with Canadian National (CN) on rail line upgrades and sources of funding for track improvements between Rockford and Dubuque in order to re-establish service as soon as possible.
